Job Requirement

  • Bachelor Degree in the following disciplines; Urban and Regional Planning, Urban Planning or Town planning or any other equivalent qualification from a recognized Institution
  • Have served in the grade of Assistant Director (Urban Planning) OR its equivalent for minimum period of three years
  • Or have worked in the Urban Planning Sector/Department in a senior position for a period of not less than 10 years.
  • Membership to Kenya Institute of Planners or Architectural Association of Kenya
  • Be registered by Physical Planners Registration Board or the Board of Registration Architects and Quantity Surveyors (BORAQS)
  • Have a certificate in Senior Management Course from Kenya School of Government  
  • Demonstrated a thorough understanding for national goals, policies, objectives and the ability to relate them to the physical planning function
  • Have demonstrated administrative ability, integrity as required in the work performance and results.

Job Description

  • Support the Director in the formulation and implementation of policies, regulations and guidelines related to urban planning compliance and enforcement
  • Providing operational oversight for compliance and enforcement activities, including coordinating inspections, reviewing permits, and addressing violations of zoning laws, building codes and land use regulations
  • Managing aspects of the permitting process for construction and development projects, reviewing applications and issuing permits in accordance with established procedures and regulations
  • Assist in Supervising enforcement activities including investigating complaints, issuing citations, and enforcing corrective actions to address violations
  • Engaging with residents, property owners, developers and other stakeholders to address concerns, provide guidance and promote compliance with urban planning regulations
  • Collaborate with other Sectors/Departments, agencies and stakeholders involved in urban planning, development and regulatory enforcement to ensure coordination and alignment of efforts
  • Managing databases and records related to urban planning permits, Inspections, Violations and enforcement actions to ensure accuracy, accessibility and compliance with data protection regulations
  • Supporting the training and professional development of staff involved in urban planning compliance and enforcement activities to enhance their skills, knowledge and capabilities
  • Assist in the implementation of policies and initiatives aimed at improving urban planning compliance and enforcement processes, including conducting research analyzing data and recommending improvement
  • Support the Monitoring and reporting of performance metrics and indicators related to urban planning compliance and enforcement activities, and contributing to the preparation of reports senior management, policy makers and other stakeholders
  • Any other related duties as may be assigned to him/her by the Director or Chief Officer.
